Piling on additional sets before the body has built up recovery capacity and movement technique tends to add fatigue faster than it adds results, and it raises the chance of form breaking down under that fatigue. No. For someone new to structured training, almost any consistent effort is a new stimulus, so a lower weekly set count is usually enough to drive real progress. Adding more volume than the body is ready to recover from tends to slow progress down, not speed it up.

When should the number of sets start increasing?

As the same amount of training starts producing smaller results, which usually happens gradually over months, not weeks. That's the normal signal to add volume, not a fixed timeline everyone follows on the same schedule.
